I have an offside foglight that is full of water - I have taken off the plastic cowl, removed the two philips screws on the bracket and the one that secures the metal clip on top of the light, but it won't come out.

What need I do to release the light? I hope it isn't remove all the bumper!

I've had a look at the US fog light removal pdf file, and yes, I did do everything except undo the allen bolt between the two philips screws - is that the answer?
