I think VW has a limit on the amount/vlaue of warranty work that a non-Luxury dealer can do.
Last year I had an oil leak- my local dealer looked at the car and explained they they had to get prior approval from VW as it could have been a big job- VW gave them the go-ahead and after 3 days in the shop all was well.
I would ask to talk with your local Service manage4r and get him to call VW.
